All Campaign Tech avail at start mod?

All Campaign Tech avail at start mod?

I was wondering if there was a mod that gave you access to all the tech you could acquire in the campaign at the very start?

The give all cheat gives ALL technology used in the game it seems, I'm only looking for the technology that you can get normally within the campaign. So no nexus command centers, cooling towers, or downed transports.
And research all cheat seems to cause tracks and half tracks to disappear from the design menu. Not to mention it only gives you the technology for the current campaign.

I only know of such a mod for MP and Skirmish modes. It was created in the Fall of '99 for v.1.10.
