When you build hardpoints on top of a pre-existing wall, the 'wall' portion of it is already built, right?
So you should get a rebate (reduced power and/or build time) on the hardpoint.
E.g. walls cost $25 per tile. HMG hardpoint costs $100 per tile. If you build an HMG hardpoint onto an existing wall, it should only cost $75 (full cost refunded) or $87 (half cost refunded, same as a demolish+build).
This wouldn't (necessarily) make defense construction any faster, just a tiny bit cheaper, especially in T1 games. In T2 and T3 you'd be hard pressed to notice a difference at all (for what is $25 back relative to a $500 hardpoint?) .

enemy tanks automatically attack hardpoints,
so cheap defenses will be used as better kind of wall

Not necessarily. In the real world, there would be some costs associated with demolition and rework/reinforcing.So you should get a rebate (reduced power and/or build time) on the hardpoint.
