Vehicles and cyborgs are manned, and i've got a simple proof for it.
If they were controlled remotely, their human pilots wouldn't die when a vehicle or cyborg is destroyed, and thus their experience would be reusable. But when an experienced unit is destroyed, you do actually loose its experience, which means the man dies as well.
