When Ctrl is not held down, the top bar is health, and if there is a bottom bar, it's ammo reload.

When Ctrl is held down, the top bar is health, and the bottom bar is Nexus resistance (you'll also notice that it's slightly blue-tinted, though it's pretty hard to see under normal conditions.)

I tested it out! it is the NEXUS resistance left, when it reaches empty your unit is converted, I was almost converted by a enemy CPU nexus tower in a skirmish, and WATCHED the bar go DOWN. For whatever reasons, i did not check to see if it recovered. I get a strange graphic glitch where units will change colors about 50 times a second before switching sides, mine did that but i destroyed the tower before it was complete, it had an empty blue bar, but the nearest units still had a full, some where half/ 3/4.

lol a bit late, i discovered this during a skirmish yesterday after reading this thread.
