You're right, but the white bar only shows with attack units. Trucks/Repair turrets/ Engineer/Mechanics don't have this bar.

That bar shows percentage of weapon reload.

It is a reload bar. Make a tank with a plasma cannon or something. Watch it shoot, the bar refill, it shoot, the bar refill.

I figured it out after about my second day playing. It did confuse me at first though, so I understand how all of you didn't know what it was for.
