To clarify, the biggest problem is that the game was not balanced for cloaking.
Cloaking is huge. It can't work unless a game is designed from the ground up to allow cloaking and detection, and Warzone wasn't. You need a whole variety of cloaking and detection mechanisms, and you have to make sure detection is strong enough that cloaking isn't overpowered, and that cloaking is strong enough that it isn't useless. It's possible, but it would make Warzone an unrecognizable game.
The other thing is that cloaking is not necessarily a good thing. At least in my opinion, it adds far more frustration than anything else, and it's not very realistic at all. Oh, you're being shot at, but you can't fire back! Cloaking that doesn't work while you're firing, on the other hand, is less frustrating, but still overpowering with things such as long-reload weapons, and so doesn't fit into Warzone's design model.
Slowing down cloaked units too much will also cause nothing but frustration. When we add features, the purpose is to make the game more fun, and adding frustration goes against that goal.
One thing that could be possible balance-wise would be something like RA3's Mirage Tanks, that are invisible only when not firing and not moving.
That, and, technical restrictions I mentioned in the linked post pretty much make any implementation of cloaking impossible in the game's present state.
