Your suggestion is often called a hide-and-seek menu. Users will have to mouse over each individual menu item to see what it does. This slows down browsing significantly, since users can't just look at the list, then click the one they want. Plus, the text only appears on mouseover, when the users mouse covers it. It also fails completely for, say, touchscreens.

Also, making it so that every title shows up on mouse over means extra work (specially if we're having some nice fade-in and fade-out effects)

Actually, that part's not an issue at all. ;) It's purely an issue of usability.

OK got new laptop in and everything transfered over as expected so I should be able to post an update today after I attend to my real job for a bit. If however I get bogged down by XP repairs yet again you can expect an update over the holiday weekend.
