Remove the caps on the number of usable icons

What I mean by that is the number of "pages" in the Design, build, and manufacture menus to make them more mod-friendly. Iluvalar is having a problem with a limit on how many weapons appear and vanish in the Design menu, and a couple of arrows on each end of the design menu would be nice.
