I've recently been thinking about an idea for a new skirmish/multiplayer tier that's designed to give players a jump-start over tier 1 in terms of technology, though not as great a jumpstart as tier 2. In this tier, players would start with the following items already researched:
Turrets:
Machinegun
Twin Machinegun
Light Cannon
Mini-Rocket Pod
Flamer
Sensor Turret
Mobile Repair Turret
Command Turret
Propulsion:
Half-Tracks
Structures:
Machinegun Guard Tower
Sensor Tower
Hardcrete
Tank Traps
Cyborg Factory
Power Module
Command Relay Post
Upgrades:
Hardened MG Bullets
APDS Machinegun Bullets
Fuel-Injection Engine
That way, players will have access to a balanced set of early-game weapons, vehicles (including Cyborgs and half-tracks), and structures from the start, and can quickly research a variety of early-game weapon upgrades (including the Heavy Machinegun and Hurricane AA), defensive structures (such as the Machinegun Bunker and Light Cannon Hardpoint), and even such important structures as Factory Modules and Research Modules. They'll still have to work hard for researching things like Mortars, Cobra Bodies, Tracked or Hover Propulsion, or Medium Cannons though.

just set a pre-base option & something like your requested res.list would be. However you always may take a look at wzsript language & try to make a mod.

I suppose that looking into creating a new mod would be preferable to having to set up advanced bases, as I'd usually never play with pre-made bases on multiplayer/skirmish matches anyways. (i might not like where they placed those buildings for example.)
