From what I know to a large extent depends on the number of AI centers and their modules.
What other factors contribute to the fact that the AI on some maps is very strong, as in the example maps the name; 4c-Cam4-8Testing.

Maybe some maps have attached mods (map-mods) to make the A.I. better?
