I recently started playing this game (version 2.3.8) and I have a very simple request: I would like the capacity to tell units to hold their position. This means Sensor units not chasing after enemy units that enter and then leave sensor range, and commanded units not rushing into the enemy's base defenses after being explicitly ordered not to. It might even mean not driving out of the way when something tries to get past. Unless it's also been ordered to retreat in response to damage, it should stay there until I tell it otherwise.
If I intended a "Hold Position" order to be a mere guideline, I would not have bothered to give the order. When I use the order, I mean "Stand here, and if you take one step I'll have you ground up and sold for dogfood," usually because the AI has just done something stupid. It should be a way to get around the AI doing stupid things - a safety valve that preserves my enjoyment of the game. By itself being unreliable, it just makes the problem worse.
"Hold Position" should mean units hold their position
