Exp Points for Defensive Structures
What if you had to create a unit "a gunner" or something like that to man a defensive structure? The crew would gain experience for kills. 1x1 size could require only one gunner and the big fortresses would require 4. You could have the crew move forward to new structures as the game progresses. Also guys could bail out of the structure right before it gets destroyed.

why do people hate them so much? i have hardly ever seen them in a real game, and i still think they're a necessary part of the balance.after turning off the laser satellite weapon

These are ideas that haven't been rejected outright, but remain unimplemented for some reason.
Unit transport - would mess with balance of cyborgs.
Playable scavengers - This would cause major changes to game balance, so this is best done as a mod.
Experience for defensive structures - would open up a can of worms relating to how to recycle the experience, etc.
