Taking a cue from real life since there are in fact recorded instances of the same mistake being made in real life, why not include a safety feature that makes indirect-fire weapons incapable of doing splash damage until they've begun their descent? This would also open up the possibility of artillery units engaging with direct fire in an emergency.
