Maybe, on maps with less than 7 players, it would be good to dedicate player #6 (starting from #0, i.e. purple) to being "rescueable", that is, its passive structures (and units?) will belong to the first player who comes near them. They could be proxy factories, extra oil derricks and power generators that you don't need to build with truck, etc. They may be located inside scavenger bases (scavengers can't rescue).
And here's another use for this idea: putting rescueable satellite uplink centers at spectator locations, which will make spectators work at "no bases" mode!
I'm not sure about how these things will be turned on or off. Maybe they can be switched on and off together with scavengers, or be always on.
