If someone wants to cheat all they need to do is remove a couple of lines of multiplayer code that send the "PLAYER XXX HAS ENTERED DEBUG MODE" and they could get away with it.

IMO, it's really just one guy who's been doing the MP cheating under different in-game aliases.
