Hello. Im got a idea.
You start play game. Build base etc. Oil refineries are outside base, and when you build that refinery, it can be attacked. You build turrets, walls. But in my idea make it: HQ is making first base(its highlighet on minimap). And on thats refinery, you can make other bases. Turrets what belong base is get bonus to attack and efforntery.
***Optional***
In mini-bases you can build mini version of factory (VTOL and normal) and all of turrets. Mini versions of factory, cannot build heavy bodies, and other output is slower.

Actually, I didn't understand your idea. Why not try Google Polish to English translator to help you translate to English what you want to say. I hope it helps. Maybe someone else can suggest better known translators.

you must mean like an Outpost, smaller factorys? :?

You should look into the 2120 mod because I think that's the direction it's going- not exactly, but clearly defined bases.
