Why not give players the option of turning on/off the old force editor, like turning scavengers on/off?
- perhaps have advanced bases be a pre-requisiste for turning on the force editor (otherwise, small maps turn into a game of "kill the trucks before your force is killed and they find your trucks).
-With some tweaks - players save a t-1, t-2, t-3 force, and the game loads the appropriate tech level force.
Also, make the force designable from the components available on an advanced base start, rather than using preset templates (especially needed for t-2/3 starts) - t-1 starts would have no components to design with - unless you use the t-1 advanced bases starting tech.
For any maps that use scavs as a buffer over oil that would otherwise be immediately contested by build wars...
the force editor on T-1 could shift the balance again, allowing one player to immediately assault a scav position, and to immediately attack an enemy that just attacked a scav position.
It could get the action starting sooner, which was after all, the point of advanced bases I think
