Cant use debug mode

I just got a new computer with windows 7 and it wont let me change the command line to enter debug mode, it wont let me use cheat mode either. Windows just gives me an error message when i attempt to change the command line. If anyone has any ideas i would really appreciate it.

It would be nice if you, I dunno, told us what the error was.

Your mistake was probably that you forgot to add a space before "--cheat".
