Problem:
Sound in HQ videos cuts in and out intermittently. Video playback is smooth but the sound is not.
Game version:
Warzone 2100 ver 2.2.4
HQ videos installed correctly and renamed to sequences.wz
System:
AMD Opteron 165 @2.7
X1950 pro
2GB RAM
Windows 7 Ultimate 32bit

The problem is - you are drunk xD
A friend of mine got a similar problem, but the videos were playing slower than the sound, and when the sound ended, the video closed as well.
Are the files separated between video and sound? I can't have a look at them right now

Proper drivers are loaded and working fine with every other aspect of the game, no issues in 20+ other games, applications, movies or anything else for that matter.

My theory is that Warzone 2100 videos have unusual high levels of sound amplitude. That is you need to set level of amplification lower. On my computer I just had to set lower dB gain for PCM in alsamixer. Everything started to work flawlessly after that.
