1. Can artillery buildings be attached to a radar tower, if so how?
2. If artillery buildings can be attached to radar towers does it boost their range significantly?
3. Is there a way to make it so when I have a group of artillery buildings, say, Archangel rockets, is there a way to make it so they don't all fire at the exact same enemy thats attacking my base?

1) Artillery buildings are attached to all sensor/CB towers automatically. Edit: Along with the Wide spectrum tower, and the HQ.
2) Not the default firing range limit, but the for the sight range, yes. Lets say you have a ripple rocket is in the middle of a map. It can ‘see’ everything that all your sensors can see. So, it's range would be limited by how far the radars are, and the firing range limit distance your artillery is.
3) Not that I know of. Since they automatically target anything that’s bad, they all tend to shoot their payload at the same time the moment something crosses their range.
Edit: however, a Pepper Pot, or Hell Storm would be better in that particular area, as their fast firing lets them take care of multiple foes quickly. They at least can have their damage more spread out, as opposed to, 20 Archangel Rockets firing on three tanks.

3.) Yes - Assign a command unit to allocate support fire (looks like a star icon in unit commands for commander)
