In-game map downloading

Actualy I can list many WZ lags...but this topic is about 1 problem-map downloading.Actualy when player number 2 joins my game and he doesn't have map,downloading starts...3rd,4th,5th...any other player after second will be kicked sometimes,sometimes he can't download...every time downloading ends even when player left game.Anyway,noone ever played with me NEW for him map.That's kind of serios problems,any advise how to make my life with new maps easier?
