That's something nobody knows exactly. For minimum it's more a problem of driver support than GPU speed, since 2.1 uses some more OpenGL features than 2.0 that not all drivers (especially those of older/onboard GPUs) support. I've run 2.1 on Linux with a Radeon 9600XT at 1600x1200, which was OK (with the open source Radeon driver, the closed source driver is supposedly quite a bit faster). The CPU was a X2 3800+ (2x2GHz). So for minimum specs I'd guess: a CPU with ~1.5 GHz, some 100MB of free RAM, and anything that would have been a decent graphics card 5 years ago (if it has a decent driver). Recommended, well, faster is better, but a >2 GHz CPU, and a 3 year old graphics card should be plenty.
