i know theyre in beta 4 but i cant find where to turn them on

In the "config" file you need to set "ColouredCursor=1".
When using Windows XP you'll may find the "config" file in:
> C:\Documents and Settings\<username>\Local Settings\Application Data\Warzone 2100 2.1
