Where is the Warzone 2100 Client Data Editor?

I want to make my own Warzone 2100 Client to make my own Campaign and Technology and Balances for Multiplaying|
I need it to have Menu Image Changes, Unit Model Added, Unit Model Editor, Graphics I don't like and want to Disable and Ground Textures|
