How do you get skirmish techs in campaign mode?

How do you get skirmish techs in campaign mode? For example techs like double assault gun, fortresses, and dragon hoverboat. I tried moving base.wz into /autoload folder, but that just crashes the game if I try to start campaign mode. I don't have any mod installed other than the HD "AR" texture pack. I don't think there's a mod that actually adds the skirmish techs into the artifacts dropped in campaign mode so I'm fine with using "give all" cheats to get it.
