Help on resources
Can somebody explain to me how the power bar works? Also, I want to know if the oil spots ever run out.

So... it is a quite long explanation, but ill try to tell you the most important things.
First, the bar is just a graphic indicator for the total power you have. Lets say, you have 1000 energy so the bar displays a total of 1000 energy units. Remember, though, when you have too much power, you wont see the total power you have on the bar, like it is too far on the right of the screen to be seen. In that case, you wont see your energy go down when you produce something until your energy goes back to a "displayable" quantity. You'll only see the total power number decrease.
Another important function of the power bar is that it serves for power management too, because you will see how many energy is left after a buil/produce/research task. Whenever you try to build or research something, you'll see a small yellow bar under that object's icon. That bar indicates the cost of the thing you want to build/research/produce. Whenever you point your mouse over an icon of something you can b/p/r, you will see a green overlay on the yellow power indicator: the green part will indicate how much energy you'll lose, the yellow part the power you'll have after the process. When you click to start the manufactoring/research process, you'll see in the lower menu a green bar appearing over the object. Thats what i call "energy investiment" part of producing. In fact, your power will keep lowering until the green bar goes all the way to the right of the icon. After that, the power decreasing will stop and a yellow bar will appear over the green bar. That indicates the "production" part, when the unit is being produced and you just have to wait for the factory/research facility to finish his task.
And no, the oil spots never run out.
