This one is still marked "fuzzy" in the German translation, because no fellow German speaking person ever looked at the PO file and saw my comments ;) So, here is the question: is this a scrambler technology which makes use of "synaptic link" or is it a scrambler technology which scrambles "synaptic link"?

It uses 'Synaptic Link' tech to do what is in the description. In other words, you take over their unit/building with this tech type.
