I use Misfit in combination with WMIT and Obj2pie to edit the warzone models.
If you wish to go this course you can use this method with blender too.

Think Berg's recent post pretty thoroughly covers the present state of WZ art work flow.

Notepad++, Blender & WMIT, Gimp + wacom tablet :)
(WMIT is the currently most advanced tool for converting models to warzone2100 format)
About blender: the interface is a bit non-standard (in the end, it's actually better than the "normal" interfaces), but you'll get used to it in a week or two, making uv-mapped lowpoly models in maybe a month if you have the patience of learning it.

If you are a student you might be able to get a copy of 3D Studio MAX if they are still running that particular offer.

I would like to design models, what must I use: Gmax, Misfit Model 3D, Wings 3D or Blender?
I would also like to texture, what must I use: The Gimp, Paint.Net, MapZone or inkscape?

Out of those, blender & gimp are clearly superior for modeling & texturing
