No, we are not going to limit things. Users are free to use whatever images they want.
Although, if they chose to upload screen shots 1.2 MiB PNGs as opposed to ~240KiB 80% compressed JPEGs they are category 5 morons.
Textures are a different story, however. But for regular screen shots the DCT compression artefacts introduced as a result of saving images as JPEGs are not noticeable.

I do it all the time for my caps. Takes 5 seconds tops. @ just 90% comp from 2.25 mb .bmps the .jpgs come in at under 200kbs and the only slight artifacting is in the Sky Boxes.
The one exception I make would be highlighting texture work.
1. You can scale down images with free software like XnView or IrfanView. Don't forget to keep the quality high when saving!
2. The only full suited FREE image editor I know of is GIMP!
3. I use a "surf stick" nearly all the time. Page needs more time on GPRS and less on UMTS. I don't use mobiles to surfs, because they aren't made for surfing!! Everybody who has a laptop can link the phone to it and use it as a "modem"...
