noccy, all other things will be done in Qt (as game and tools require it anyway), and since I've not touched SDL itself then solution seems to be clear (or maybe someone would like to write simple WM for us?). 
aubergine, I've picked Plymouth as it is flexible enough to use progress bar like in game.
So probably it will only differ by using additional "OS" letters attached to Warzone 2100 logo.

If this is your desire, I suggest you use another distro, like arch.
