Do you use sensors? Also, if it is a bug, it is probably fixed in 2.3.9 (assuming your computer doesn't support 3.1)

Yeah, use sensors, use CB towers, Radar detectors ... this sort of stuff.

Units -> click on the tower.
Emplacements -> have cb targets as priority.

Re: Distance shot howitzers Storm Hell
Yes, there is an element of "line of sight" when using sensors - for example they can't "see" through hills. So if you put them higher then they are more effective. The main thing is to try and get fairly good coverage of the map - or at least key areas of it - with your sensors. If you can get them in good positions all the better, but a sensor in a bad location is still better than no sensor at all.
One trick I've started using is to research cyborg transports and then send some cyborg engineers to building locations on hills or other places that would normally be inaccessible to build sensors, artillery and stormbringers.

Mobile sensors are pretty deadly too, don't underestimate them. They have a priority, allowing you to manually target all your arty.

Yup, I can testify to the potency of mobile sensors after nearly getting wiped by NullBot turtle! It was a mad scramble for me to get some CB towers up to stop the carnage heh.
