Limit Tech Tree

Hi, I am new to the forum and I tried looking around for this topic and online but I couldn't really find an answer to this. Is there a mod that limits the technology that can be researched? Like so that only tier 1 weapons can be used or something alone those lines. If not, would it be difficult to create a mod where this is possible? I am a quick learner and wouldn't mind doing the research for this. I was just curious as to if this has already happened and if anyone can point me in the right direction in either case. I have been searching all day, I haven't found anyone who has done it, everyone either had more weapons added or revamped the current ones.

I dont like to do this because whatever where you cut the tech tree, there is always some weapons that are too strong if you freeze the research entirely at that precise point.

What i can do easily, however, is to make the research cost aggressively exponential so it nearly freeze at some point. All i need to know is at what point you want to slow down and how much (sublte slowing down to total freeze).

See this is where I guess my inexperience comes in. I have been looking at the tech tree and I want to do it so it's like a rock paper scissors affect or something that plays it out even but I am not really sure how to even it out.
