I have no idea how possible this is without a drastic code overhaul, but it'd be pretty cool: A sensor tower and/or turret that detects VTOLs only at very long distance (say about 150% of the standard sensor tower's range). Only VTOLs with weapons that can target other VTOLs can be assigned to it. Ordinary sensor towers would then only spot VTOLs at "visual" range, ie the same distance a bunker or hardpoint can see them.
In order to make up for the additional complexity this imposes, we could ditch separate sensor and CB towers for VTOLs and artillery.

I could live with that as a first step, certainly. My main problem with things as they stand is that the sensor and VTOL strike towers are functionally identical in all respects but what kind of unit can be assigned to them. If they're both equally capable of spotting a guy in powered armour or a transonic attack aircraft the instant they close to within a given number of pixels from their position, we might as well have just the one tower for both tasks. This is even more true of counter-battery radar, not to mention the fact that the VTOL CB tower looks like it was designed and made for an episode Blake's Seven in the space of a single Friday afternoon.
