Mini-rockets are an important part of the early-game balance. The main point about them is their good range. If you put them on wheels, they can shoot enemy tanks and towers from a distance without taking any damage at all.
Yeah, exactly. It's usually not a matter of weapon being useless, but of players using weapons not the way the were meant to be used. Try taking a closer look on all those weapons available in game, because it looks like You don't really get the game mechanics. Modern games are made simple and better bun is always stronger shot, but here getting higher damage is not always the most useful part of upgrading.
Mini pod is useless against buildings when compared to machine gun. In a tank vs tank battle, however, the mini pod wins, and for anti-structure and anti-cyborg you get the MRA.
you make a fair point except for one small problem that early in the game most units don’t have any armour at least not enough to make any sort of significant difference and a machine gun unit will down a given enemy unit just as fast as a mini pod unit will

so when you are comparing mini rockets to machine guns what counts is the longevity of the unit because each has about the same rate of fire and each has about the same destructive potential the difference is that machine guns are effective against basically anything you fire at mini rockets aren't and when you factor in the fact that machine gun units are tougher machine guns come out on top leading me back to my original premise that mini pods are more or less obsolete as soon as you get them and therefore could do with buffing now I don’t know if things are different in a skirmish match but for the campaign certainly mini rockets are largely useless as machine guns are generally better all round in my experience

I get that making turrets more powerful isn’t always the best way to go but there are other ways to buff them now I'm not sure about what the best road would be to go down for doing this that’s something that would probably need a bit of experimentation but right now I don’t see much use for them maybe one idea would be to make them into a general purpose weapon as opposed to a strictly anti amour weapon so that as suggested they could be used in a breaching roll for getting through enemy defenses with out exposing your self to incoming fire as there range is a little better

although that's largely irrelevant after a relatively short time given that players get morters which are designed for that very task

Skirmish is totally different from campaign, campaign balance is usually never changed...
