What is changed ?
All three :
*build points (time to build)
*body points (HP)
*Power cost
Are doubled. But if you consider that the viper body worth most of the truck at the beginning. It turns out that the whole viper wheeled truck cost around 33% more.
Reasons :
Actually if you play a real competitive game, you will find out quickly that you are forced to go out with a truck a take oil with mg tower. I mean real soon ! If you dont do that, your opponent do it and he now possess the major part of the map. You are now in a game over situation around 1:30. Sadly, this leave you no space at all for build orders and research. Many strategies in the game are killed that way.
Hopefully by increasing the build time of the trucks, the build power of those already given at start is increased. The first truck that you send away will miss you more. Enough for you to consider keeping it in the base for one more building. This will unlock many research path that are actually barely forbiden because they are just a bit too slow.
On the other side, I really don't want to forbid the early mg tower oil grab. It's a matter of balance

New balance : Truck viper wheel are :
*building speed +11%
*HP +11%
*Cost / prod time +11%
*Speed -11%
The new version split the change on 2 different set of stats. Both change aim to increase the cost of trucks movements so you can consider keeping the trucks at the base just a bit more before you start the inevitable oil grab.

Are those % compared to the current truck, or to the previous version of your truck mod?

compared to the current. I started on the current build speed (8) and got to 9 that was the minimum possible. That's why it's 11.11%.
