Question with Allied AI

While playing as a team with the AI such as the challenges, my allies have reseached specific technologies, (repair, and sensor towers) that are not avaliable to me. Is this intentional or a bug?

I think the AI can build certain things/units without actually having researched them.

The AI "cheats", its the only way it can be a challenge.

true. the AI does not think, a player does and can therefore change tactics and the AI sticks to some programmed tactics. if the AI wouldn't cheat it would be boring to play against it because it would be to easy to defeat it.
