HOW TO create a new campaign?

Ok fellas, I am starting this thread so that all knowledgeable game designers can talk and share ideas about how someone would go about creating a new campaign for Warzone2100.

Storyline, Artwork, Video sequences, Technology, Factions, The Goal, The Enemy, Coding, Scripting, Voice overs, Maps are just some of the tasks in designing a campaign.

So, in what order would you recommend someone to begin the work? Or just some advice about how it's generally done would be very helpful..

1) This post is NOT a request for your opinion on whether or not WZ2100 needs a new campaign, so if anyone wants to make a statement that "Yes! we need a new campaign!" or "No! We do not need a new campaign!", please save those posts for another thread.
2) The following discussion is intended to be purely educational, and to help members understand the complexities of game design. And also to help those who are thinking about creating a new campaign on their own.

The recent thread Campaign Add-on Proposal - Need Ideas & Production Help covers a lot of practical ground and I think provides a source from which a stepwise guide can be gleaned or extracted and from thence expanded upon.

And this additional practical, square-one, caveat I recently posted:

2 things in particular are monumental obstacles to it ever happening.

1.) An organized team with clear & respected leadership able to sustain focused work for at least a year.

2.) The Campaign A.I. scripting. Too few ever commit to learning A.I. scripting and the few who have would much rather work solo creating a skirmish a.i.. Can't say I blame 'em. When you're scripting for Campaign you are a workabee serving the storyline, mission constructs, mapping & modding others have or will create and that's not a very satisfying position because for one, those who write the narrative / missions generally don't know jack about writing scripts and its very frustrating. Ideally at least these 2 disciplines would exist in one or 2 individuals on the team. Plus, they'd have to be deeply knowledgeable about the practical elements of both mapping and modding. That combo is VERY rare. Most who make these new Cam propositions usually know only 1 discipline at most.... let alone having the capacity to martial and effectively lead a team.
