Odd about the full/windowed mode - however, now that I have something telling me what I did wrong, I can progress!

Working on v03, a .. minor(probably major) vtol rebalance. Ive so far figured out most of it (spreadsheeted vtol speeds with different weights, and i think i can generally get weights fairly unique (bombers being slow, fighter based weapons at the upper end, and most other stuff around midrange)
Now, some questions: in 'functions.txt', there is the ability 'rearm', and this is associated with the vtol rearm pad - thus, I assume this is the function for rearming vtols. However, the number is set to '10', and the first upgrade is a 1.. ... i think. The others are like 30, 60, etc as id expect the upgrades to be. So if i change the 'rearm' number.. to, say, 50... will that divide all rearm times by 5?
Also, some questions about speeds:
Generally, an odd occurrence.. At 500 weight, the light bodies average faster than medium bodies (of course, this is at about 1500 speed so it doesnt matter, 1700vs1500). At 1000 weight, the light body is slower (1200vs1300). How can i fix this so that light bodies are faster at weights around 3000?
Below, i will be doing speeds as such. Assuming weight of 4000, you would have small bodies averaging 460, medium bodies 750, and heavy 310, thus: 460-750-310.
Also, keep in mind what ive done here to get the speeds is to average the weight of all bodies in the category, then average the engine, assuming no upgrades. Generally, the speeds get about 50% faster as the game goes on
Otherwise, I plan on doing speeds like so:
bombers, 172-340-150
fighters, 1700-1500-550 (includes bunkerbuster perhaps)
AGM vtol, 250-470-200 (this generally includes anti-tank, think a-10)
cannons, 320-580-250 (who uses cannons on vtols anyway? probably add light lasers here)
MGs, 460-750-310 ( and other air-ground light munitions, stuff i cant fit elsewhere?)
Finally: a few weapons rebalances: Because im totally nerfing speed on many vtols until lategame when lots of engine upgrades come in, I also plan on increasing many of the rounds each vtol has. For instance, i might give a-10s.. er.. air-ground missiles 3 or 4 volleys, with maybe 5 or 10 seconds inbetween. Problem is, it seems a lot of vtols are single use, almost suicide - I want to give vtols some staying power, in increased munition amounts. Not sure about how much im increasing the magazine on machineguns, but im thinking somewhere around 20+.. possibly up to 50?
On the other hand, I want to give bombers less bombs - im of the opinion that bombs should be a single shot, like bunkerbusters..
Anyway - that concludes my opinion collection. Pretty please post with a vehement reply if you dont like it all.
