Here's a duet of suggestions -> allow the player to increased power or research speeds by anywhere from 150% to 500%. It would create much quicker and huge games.
Second: Lower the damage that each gun does, but increase the speed greatly -> An MG doesn't fire every second, it fires a continuous stream of bullets. A flamethrower should continuously belch out fire if possible. A laser should be a continuous stream of laser since it is a laser, unless it's a pulse laser- AA should continuously fire. However, in order to compensate, things like bunker buster or Lancer should fire slower, but do significantly more damage overall.

Or... you could just alter the damage numbers on the weapons you have listed to give them an identical DPS.

Yeah... but then the ROF upgrades would be pointless... unless the continuous fire was animation only, and damage occured at a set rate that went up with ROF ups? Independent of the animation, though.
