- oil resources scattered at semi-random in a fair fashion each time a map is played
- building imitation/dummy units that the foe could sometimes mistake as an actual army to ward off attacks or take risk
Have you checked out the Diorama random map generator? there are talks of incorporating it into the game itself, so you can have a new map, possibly bigger than 256x256, every time you host..

Erm, it's already in the FPI list, on the "Accepted Ideas - feel free to work on these" section.
