That's a way cooler looking HQ
And nice job on getting the cyborgs to walk on water. Cyborgs just walking on water, however, does look a little silly, like some Tai Chi sh*t
Unless of course, if they're in the Matrix
So I thought of a little more tweaks like,
1) Flashing lights underneath their boots
2) Making their legs stay still (a little apart maybe, like Ironman's stance
)
3) Hovering at a little height above the water
and baam!! you've got yourself cyborgs upgraded to hoverboots (activated only when on water, or only on land, or maybe both?)
I know, i know, it's very easy to type a couple of english words for a feature request, than to type a little code for the game

However I won't stop giving out more ideas, because someone else may decide to pick up the task
I have ideas for a few more tweaks to Cyborgs with Hovering Boots/Jetpacks for anyone who would be interested
i) Limited time for flight capability (not in seconds, but minutes maybe?
ii) Recharging Flight Fuel/Power: When they run out of fuel/power, or whatever they will run on, they should land on the ground and walk around like normal cyborgs until they are recharged automatically to fly again.
iii) Recharging Pads: In this case cyborgs won't recharge automatically but will have to return to pads similar to VTOL rearming pad. Or maybe they can even use the same pad after an upgrade? Maybe someone can suggest a better way of handling this.
iv) Flight over Water Bodies: If Limited-flight is implemented, and they are about to run out of power when flying over water, then they should return to land immediately after a reasonable threshold time limit. (tricky stuff)

I think that that can be so complicated,maybe if hover cyborg is for 10% if you mean a cyborg legs got jet pack propulsion or like hover vehicle,then it should be faster by 5%...

I believe I will take it, but later. 
Those new ideas of yours would require lost of coding, include need to balance, you get nothing done.

Anyway...I tried to say if hover cyborg uses similar vehicle hover technology,hover propulsion for vehicles or vtol propulsion,when it verticaly gets up in the air...

evil laugh? oh god we are all doomed.... also flying cyborgs should be toggled? so you CAN have them run past AA then 'jump' over AG?

yes, toggling is epic, and some times, i toggle so much, i use a special ability on myself
