Agreed, units need to go a bit faster than they do at the moment with full upgrades, as several other people have stated, the upgrades are not noticable.

I'd suggest changing speed increments to 10% and removing the propulsion restrictions because the propulsion restrictions defeat the purpose of speed upgrades.

Testing is always a must before actually implementing something new into a game. Gotta find all of the bugs and such.

hmm maybe... but i see what your getting at, if you could afford a faster engine then you could see the speed differences, and you could make your siege units just that little bit cheaper
