Sure, any more reason why it would be worthy to add such severe and specific handicaps support? Or, if that's too hard, you can always disable VTOL factories, then use cheats to get them.

All you need to do is try to research the cyclone AA site as soon as possible (but still research the hurricane AA site in-case), and place those between their base and where they're attacking. Or if you can't, just place them where they're attacking. Once you get past this point it's pretty easy, just upgrade your AA sites with more powerful AA sites as the game progresses.
The AI usually attacks with VTOLs in small numbers too, so you won't need all that many.
