And a couple more questions:
1. Does propulsion gives speed equal to max_speed * x%, where x% is different for each propulsion (link)?
2. Does weight affect speed like this - prop_speed (weight / engine) ?
An example here - http://guide.wz2100.net/u/heavycannon-python-tracks
Total weight is 30250. Engine -20000. Speed is 52.
My calculation is:
Tracked propulsion gives 125 * 80% = 100 speed.
Vehicle speed is 100 * (20000 / 30250) = 66.7 speed.
What do I need to change to make it 52?

125 is the max speed of tracks. It's not used except as a speed cap.
The formula is pretty simple.
engine * propMult / weight (capped at maxSpeed)
20000 * 80 / 30250 = 52.
For actual speed, you also have to multiply by the terrain multiplier, and the experience multiplier, which I haven't gotten around to doing. :/

weight is calculated as
bodyWeight + bodyWeight * propWeightPercentage + turretWeight
