This is already available & used - you just have to set the texpages correctly in the "vidmemX.wrf" files, in which X changes depending on the tileset. Sorry if that's not what you meant.
We even don't have a plugin to set up frame-animation correctly. yes, I can do this working by editing pie files manually but it's a terrible waste of time.

No. OpenGL only knows about bitmaps, so you would have to load an animated gif into several textures and switch between them yourself, no different than using pngs.

Yeah! I saw this texture animation method in WarCraft III(water, IIRC).
I can create a very realistic animated water and sky with clouds by using this method.
Animated water great. But clouds don't move very fast and for the amount of time you look at the sky (if ever) it is not likely to change. However I think both me and you are getting off-topic maybe we should move to different discussion.
The only problem is that is is an UNOFFICIAL branch of the PNG format and not widely used/accepted/supported. However I HATE GIFs and LOVE PNGs so as long as it works that if fine with me.
Just a note I have also succeeded in making a simple animation on a structure.
It can't use tcmask and its frame rate is very very slow.
I edited the pie file by hand adding the flag ,frame rate and texture size.
I was please with success but it is hardly world shaking.
Safetyoff has edited the pie format on wiki it contains more useful info now.
