how about a designscreen for defenses?
choose between emplacement, tower, hardpoint, bunker and then your weapon.
emplacement & tower low research > hardpoint & bunker high research.
sites are special and for aa weapons (and artillery? maybe a better choise than emplacement? high res? ^^) only.

thats much work i know ^-^.

It's not a question of want/not want. They want to, and that's why the idea is on the accepted FPI list... But there are other priorities and the staff is limited.
