I have some friends who are now pretty convinced that heavy gunners are some kind of cheating (2.3b11a balance). I have a build that culminates in 3 factories pumping out cyborgs as soon as they can possibly be researched, with heavy gunners joining their machine gun comrades after about 6 come off the line. The cyborgs take quite a long time to die (owing to their greater armor and hitpoints compared to viper wheels machine gun/flamer) and generally wreck anything in production that early in the game, while being cheaper than any tank. I soon have power module researched, which then allows me to build another cyborg factory or 2 to spew out a grand wave of cyborgs to sweep across the map.
What works when a dozen or more cyborgs come charging into your base 3 or 4 minutes in?
How do you deal with heavy gunner zergs?

I would go for cyborg flamers (cheaper than HGunners), and as much flamer upgrade as I can make. Also, some bunkers (flamer + MG maybe) could be handy, cannons are weak against those.
I never use flamer on light body, it's too easy to kill

If you have mg bunkers you build those, if not you build mg towers and put some walls in front if you play the defense side. Or you can copy the heavy gunners since cannons got a huge power increase in 11a which i think will be changed a bit again since some cannons have too much power like hyper velocity cannon. Else cyborg flamers as said above with a few heavy gunners works well and if you have twin mg that will help but at 4min you wouldn't have that so best bet is mg towers with wall or cyborgs flamers and a few heavy gunners. Hope that helps. 
EDIT: Also you could use MG Cyborg since it is cheaper and should do more damage on cyborgs than canons do.

Yeah, what these guys said. In addition, artillery can deal with mass cyborgs quite handily.

Also, I find an excellent way of dealing with them is to make several flame bunkers, and then use some cyborgs to "convince" their cyborgs to move in range of the flamer bunk.
