That's the "trunk" version. It will eventually be released as either 2.4 or 3.0.

The menu is in Russian because the person recording the video is using the Russian version of Warzone.

The menu is a debug menu; it is used for testing (and cheats).

The menu can be opened by enabling cheat mode (Shift+Backspace) and pressing Ctrl+O.
