Making Power Generator free

Wrong, wrong, I've tested it personally:
If you destroy friendly targets via alt+click, you don't get any experience (makes sense, otherwise why not spam tank traps? those are really cheap and fast to produce).
If you demolish, destroy via alt+click or the enemy destroys your generator, you'll always get 50 power back.

Anyway, the barrel part is really unsignificant. Barrels are worth 100 power, probably they're intended for especially dumb folks who occasionally made factories, research facilities, HQ and more trucks without making the power generator or building derricks. And if you get 50 power from destroyed generators, you won't need barrels.

Hmm, the only thing I can think of that could spoil that loss-prevention is if the player has factories producing units or trucks finishing defenses before the generator is destroyed. Then, if the player don't stop production/building to avoid loosing power on hopeless things, he could (very unlikely) have 1 truck/engineer left, and loose structures/units that don't give back power, after having spent the 50 power bonus on them.

But sincerely, a guy who's not smart enough to stop production, stop building hopeless things and retreat with a few trucks and units by the back door, won't be able to rebuild the base and get back on its feet. This player is already defeated, but will just delay the loss if treated as a baby, with bonus power from any situation.

Even if the "loose all power definetely" tragedy happens, why don't the survivor scout barrels around the map?

Oh well... I think that those prevention systems are already more than enough for someone who could possibly rebuild and get back on its feet, really.
