You can already, sort of, you just have to use command line options to go there. Start the game with --game=NNN where NNN is one of CAM_1A, CAM_2A, CAM_3A, TUTORIAL3, or FASTPLAY.

Still, a mission select after you beat the campaign would be nice.

But there's some problem, campaign saves progress, the buildings are as you left them on previous mission...

If you want to replay missions, just save each one in a different savefile...

Is there a way to start from a mission in that campaign?

It would be kind of nice to be able to play a campaign of your choice, say, for example, an experienced player wants to skip campaign 1. They can just select Campaign 2 and start from Beta 1. Of course, personalized forces won't be available, but that's a sacrifice that they'll have to make.
